In its halcyon days, Boro Park Center, a nonprofit rehabilitation facility, was cheery and attractive — just the place you’d feel safe to leave Grandma. But as time passed, the building’s interiors were largely neglected, its nursing reputation was lousy, and the business was losing millions each year.
